HighLevelPrivacyPolicyStatement

This EClass describes a high level privacy policy statement, comprising of participant(s), action(s), and information. Note that (at least in this draft) we assume that every high level privacy policy statement will aim to only to carry out the minimum action(s) (e.g. collect/process/store etc.) necessary for the purpose. In other words, there is no need to characterize "minimum necessary" because it is implied. (This assumption may be naive and may need to be revised later).
